I guess maybe they could leave out the 12" mixes if they're planning a proper 12" compilation in the future, but that's a big assumption based on absolutely nothing but some convenient maths. As for whether they should leave them out, well... you'd think a big anniversary box set for the album would at least be comprehensive when it comes to collecting together the things that are already spread around out there.
